Is it common for a solar panel to produce less than rated power?

I purchased a 45 watt panel and it only produces about 20 watts. It measures 1.64 amps while charging a battery at 12.5 volts. I took the readings in the middle of the day, bright New Mexico sunlight in June, panel aligned with sun.
