Aqua vital avex 1200 external filter help ?

Hi folks just purchased this product today set it all up but nothing seems to be happening ?? i have checked the shut off valves which are open,all trays are aligned power is on i have primed the filter with salt water full to the top.I waited 5 minutes and started to rock the filter to make sure their was no air in the cannister but the problem still persists ???
